The master plan for transport in the Melbourne Metropolitan Area for 1985 was set out by the Metropolitan Transport Committee which was convened by the Government in 1963.
The Committee’s report recommended substantial improvements to Metropolitan Railways, the most significant addition being the Melbourne Underground Rail Loop.
After an overseas inspection of underground rail facilities, Mr. Irvin and the M.U.R.L.A. consultant Signal Engineer Mr Dell released a report on Signal and Communication requirements for the Melbourne Underground Railway.
