Paper describes how Pulse Code Modulation (PCM) systems can be integrated into a completely digital telecommunication network. PCM changes the nature of the telephone message from analogue to binary and then back to analogue. Time sharing on the same circuit is also employed. A description of PCM operation is set out.

Choice of PCM is made on cost – effectiveness compared to alternative FDM systems and cabling.

The system reliability, optimum error rate permissible data transmission facilities, and time division switching exchanges are also described.

It is anticipated that PCM systems will completely supersede traditional transmission media. They are well suited for railway organisations with high reliability and low cost.
