Change in the way the public sector conducts signalling and communications has been significant. At the same time, the Australian private sector has been undergoing significant restructuring.

The objective of this paper is to discuss these changes and identify the some of the key issues which the signalling industry, as a whole, needs to address if it is to remain efficient and relevant to railway business requirements.
